Toyota Divisional General Manager, Bob Carter, stated Toyota "had the inventory of fuel-efficient models and the capacity to finance or lease them". After announcing a 32 percent drop in sales last month, Toyota blamed the decline on "the overall economic conditions and lack of consumer confidence", which enacted the financing decision.
