My buddy was doing donuts the other day on pavement when it was raining and afterwards his steering was tight and pretty much loast all power steering.

Now the power steering seems to work here and there but not at all sitting at a dead stop.

Think he fried the PS pump?

I don't know if thats a rack and pinion vehicle, if so, he may have fucked up the R&P. Does the PS pump make any noise?
