I have a 2001 mercury mountaineer and i have installed a cold air intake kit and i have installed a flowmaster exhaust kit and i going to buy a computer chip to get more performance out of my truck and will a chips help my fuel to air ratio and give me better performance i also putting on a torgue monster header to so if you can help me on my questtion i would appreciate it.

A programmer would be your best bet. That way, if you change your combination down the road, instead of sending your chip back in to be reburned, you can just plug your programmer back in, mess with the settings, and you're done. You can also program for bigger (or smaller) tire size, gear ratios, what have you. Superchips makes a good one.

Forget worrying about Premium Grade fuel. You need to start worrying if you get to where I am needing C16 (116 Octane) racing fuel for the street.
